It took me forever to get past 1923. I think I restarted it five times. The key is to build a big hotel (third biggest one, whichever that is) and an extra park. I can't remember if you have to demolish a lifeguard station or not but you probably have to.

Anyway, Build it! Miami Beach is too hard if level 3 (first one after the tutorial) is that tricky. I recommend Build-a-lot instead.
